Abstract :The problem of a public debt and search of ways of its financing was and is in the center of attention of economists at all stages of evolution of economic thought. In this connection research of problems of a public debt are actual and timely, as competent management in the sizes and public debt structure an important social and economic problem. For today as that the uniform theory of a public debt doesn`t exist. However there are some theories different from each other by assumptions, a foreshortening, an ideological position of the author and conclusions
