Abstract :Özet: Geçiş ekonomilerinde ‘yeni özel sektör gelişimi’ ekonomik büyümenin kaynağını oluşturmaktadır. Ampirik veriler, geçiş sürecinde büyümenin başlayabilmesi için toplam istihdam içinde ‘yeni özel sektör’ ün payının %40 dolaylarında olması gerektiğini göstermektedir. ‘Yeni özel sektör’ Doğu Avrupa Ülkelerinde Bağımsız Devletler Topluluğu ülkelerinden daha hızlı gelişmiştir. Ampirical evidence suggests that new enterprices must reach a threshold of around 40 percent in their contribution to employment before they can become an engine of growth.
