Systematic Risk Analysis in Forestry Operations: L Type Matrix and Target-Oriented Evaluation: The Case of Sivas

Abstract :Risk assessment is a systematic process undertaken to prevent potential occupational accidents, hazardous situations, and occupational diseases within organizations. This study aims to identify, analyze, and evaluate the potential hazards and risks that may arise during field operations and forest depot activities conducted under the Koyulhisar Forest Enterprise Directorate. To ensure a safe working environment for employees, hazards and risks present in the workplace must first be identified, followed by a comprehensive risk assessment. In this study, the 5×5 L-Type Matrix Risk Analysis method was applied according to the nature of the activities. Potential hazards and risks were identified through a literature review, workplace observations, job analyses, and face-to-face interviews with forest enterprise personnel. A qualitative risk analysis approach was adopted. In total, 60 risks were identified and scored: 20 were classified as low, 31 as medium, 8 as high, and 1 as very high risk. The most critical risk identified in the study area was improper clothing of personnel involved in fire suppression activities. The increasing frequency of forest fires in Türkiye due to global warming has made the identification of potential hazards and risks, as well as the development of preventive measures, increasingly important. In addition, SMART (Specific, Measurable, Achievable, Relevant, and Time-bound) objectives were set to reduce identified risks. As a result, corrective and preventive actions were proposed to mitigate high-level risks, transforming them into medium or low-level risks, thereby improving occupational health and safety performance.
