Abstract :In disaster management, it is necessary to make strategic, tactical and operational plans, determine goals and targets, organize necessary to reach these goals, and find resources. Logistics planning is done according to the numbers and basic needs of the victims. The problems experienced in local production and international transportation during the COVID-19 Pandemic process, which started in China and affected the whole world, and which is a type of biological disaster, caused disruptions in supply chains. The effectiveness of medical intervention and disaster management studies in pandemics depends on the efficiency of logistics services. The COVID-19 pandemic has demonstrated the importance of logistics planning specific to pandemic response activities, in line with Turkey\`s disaster response structure and legislation. Disaster and emergency legislation in Turkey, disaster management systems in different countries and pandemic response studies were also examined. Based on the literature research and face-to-face interviews, suggestions were made regarding the administrative structure of the institutions and organizations working at the command, tactical or operational levels in the pandemic response. By evaluating the response studies in the COVID-19 pandemic, an administrative structuring model was created for logistics activities in pandemics.
