Abstract :DP kurulduktan sonra bir süre iktidar partisinin hoşgörüsüyle karşılaşsa da, belediye seçimlerini boykot etmesi ve umulanın üzerinde bir örgütlenme başarısı göstermesi üzerine iktidar partisinin ona karşı tutumu giderek sertleşmiştir. Gerginliğin doruğa çıkması üzerine İnönü devreye girmiş ve iki parti arasında arabuluculuğa soyunmuştur. Cumhurbaşkanı İnönü, tarihe “12 Temmuz Beyannamesi” olarak geçen bildirisiyle muhalefetin de iktidar partisinin koşulları içinde çalışacağı güvencesini vermiş ve çok partili dizgenin süregenliğini sağlamıştır. Even though DP was tolerated initially, due to DP’s boycott of municipality elections and its sudden success in organizing throughout Turkey, the stance of power became more and more harsh. As the tension reached its peak İnönü involved in and attempted to mediate between these two parties. The president İnönü gave the guarentee of providing opposition with the same circumstances of the party on power and so, enabled the continuity of multi-party system.
