Abstract :Osmanlı İmparatorluğu kuruluşundan 1876 yılına kadar mutlakiyetle yönetilmiştir. Devletin, mutlakiyeti terk ederek parlamenter hayata geçişi 23 Aralık 1876 tarihinde ilân edilen I. Meşrutiyet ile gerçekleştirilmiştir. İlk Türk parlamentosunun kuruluşunda, Genç Osmanlıların uzun süren mücadelesi etkili olmuştur. Namık Kemâl, Ziya Paşa, Ali Suavi gibi önde gelen aydınlar, Avrupa\'da bulundukları süre içerisinde yayınladıkları yazılarıyla demokrasi ve hürriyet fikirlerini yaymışlardır. Yeni Anayasa taslağı, Midhat Paşa\'nın Ziya Paşa ve Namık Kemâl\'le birlikte hazırladığı Fransız ve Belçika anayasalarından esinlenerek, padişah tarafından teşkil edilen bir kurulda hazırlanmağa başlandı. Ancak, kurulun hazırladığı taslak padişah tarafından bazı değişikliklere uğradıktan sonra 23 Aralık 1876 tarihThe Ottoman Empire had been governed with autocracy establishment to the year 1876. The state abonded autocracy and accepted parlimenter regime on 23rd of December 1876 withdeclaration of first constitutional Monarhy (Meşrutiyet). The establishment of the first Turkish parliament had been affected by Young Otooman\'s period of Struggle. Intellectuals like Namık Kemâl, Ziya Paşa, Ali Suavi published their opinion about democracy and freedom wile had been living in Europe. The new draft constitution was inspired by the French and Belgium Constitutional, which was prepared by Mithat Paşa, Ziya Paşa, Namık Kemâl and others in the committee. However the Sultan made changes on the draft constitution than an announcement was made on 23rd December 1876. In this way a new period of time had begun in the Ottoman Empire. The first Parliament (Meclisi - Umumî) was opened withKanun ı Esasi, Meclis i Mebusan, Genç Osmanlılar.the Basic Law, the Ottoman Assembly of Deputies, the Young Ottomans. Tam Metin
