Abstract :Bu çalışmada, İlköğretim Matematik Dersi Öğretim Programının ikinci sınıflarında yer alan varlıklar arasındaki ilişkiler, kümeler ve sayılar ünitelerine ait kısım üzerinde bir program değerlendirme çalışması yapılmıştır. Programın değerlendirilmesi iki farklı gruptan elde edilen verilere dayalı yapılmıştır. Araştırmada ele alınan birinci grupta öğrenme-öğretme ortamı araştırmacı tarafından düzenlenmiştir. İkinci grupta ise dersler öğretmenin planladığı biçimde yürütülmüştür. Değerlendirme için programın sağlamlığına bakılmıştır. Programın sağlamlılığı, davranışların ulaşılabilir olup olmadığı ve davranışlar arasında ön-şart oluş ilişkilerinin konunun yapısına ve öğrenmelerdeki öncelik-sonralık ilişkisine uygun olup olmadığı anlamında kullanılmıştır. This analysis has been made using data of two different groups. In the first group the teaching/learning environment is purposely designed.. In the second group the teaching / learning environment is set by the classroom teacher. The unit is analyzed in terms of the accessibility of its target behaviour and the consistency between the target behaviour and the content. The study attempts to separate the evaluation of behaviour and the evaluation of teaching. Once the program is evaluated as viable, teaching can be analyzed. Related studies indicate that although the unit discussed is viable, the teaching practice should not be limited to certain units. Because it is found that in the first group the accessibility
