Abstract :Özet Bu makalede amaç, kamu yararı kavramı üzerindeki değişim baskı­sının kaynaklarını ve kavramın algılanış tarzındaki dönüşümleri, yeni-sağ ve neo-liberal ekonomi politikaları çerçevesinde tartışmaktır. Bunu yaparken, kamu yararının salt idari, teknik bir kavram olmadığı, aksine toplumsal alanda yaşanan dönüşümlerden doğrudan etkilendiği, temel çıkış noktası olacaktır. Buradan hareketle, çalışmada 1980 sonrası süreçte tüm az gelişmiş ülkelere ve başta ülkemize dayatılan batı mer­kezli neo-liberal yeniden yapılanma politikalarının, kamusal alan üzerinde daraltıcı etkileri ve bu bağlamda kamu yararının işlevsiz-leştirmesi sorunu üzerinde özellikle durulacaktır. Anahtar Sözcükler: Kamu Yararı, Kamusal Alan, Yeni Sağ, Neo Liberalizm   Abstract The aim of this article is to discuss the sources of the pressure of change on the notion of public interest, and the transformations on the style of perception of this concept. In doing this, that public interest is not a technical and an absolute administrative conception but a one linked to publicty that has been directly influenced by the transformation in the social relations is a main point to be underlined. On this basis, the article points on the constrictive effects of the west oriented neo-liberal restructuring policies emposed to developing countries — especially, Turkey — on sphere and therefore, on the problem of disfunctioning of public interest.
