Abstract :Purpose: The aim of this article is to investigate the factors contributing to the rise of extremist groups such as ISIS in northeastern Syria, focusing on both internal and external factors. It also aims to analyze the post-ISIS realities of the region and reveal the potential for ISIS re-emergence. Design/Methodology: This research uses a combination of document analysis and semi-structured interviews for data collection. The first phase involved reviewing existing literature on ISIS through document analysis, while the second phase was based on the analysis of qualitative data collected through interviews with individuals directly affected by extremism in northeastern Syria. Interviews with 9 local actors, including researchers, lawyers, and community members, provide insight into the current state of the region. Findings: The findings highlight the factors contributing to the formation of extremist groups and outline the risks of re-emergence. The article emphasizes the importance of promoting inclusive governance and social cohesion through community empowerment, dialogue, and equal access to resources among diverse ethnic and religious communities in northeastern Syria. Additionally, the study highlights the vital role of international cooperation in delivering humanitarian aid, enhancing security, and supporting the return and reintegration of displaced populations for long-term stability and development. Limitations: ISIS is a violent extremist group that operates in many regions. However, this study focuses only on the reasons for its emergence in Northeastern Syria. Originality/Value: Studies examining the emergence of ISIS are largely limited to document analysis.
