Abstract :Doğum kontrolü ve nüfus planlama yeni bir şey değildir, eski bir fikrin yeni ismidir. İngiliz İktisatçısı Malthus'dan mülhem olarak her yıl belirli bir nisbette artan dünya nüfusuna gıda kaynaklarının yetmiyeceği fikrinden neş’et etmektedir. Bunun İçin çocuk düşürmeye müsaade, evlenmeyi men, doğumlara mani olmak gibi tedbirler teklif edilmişti
