Abstract :Osmanlıların Avrupa karşısında yenilgiye uğraması ve ıslâhat hareketlerinin başlamasıyla Osmanlı- Türk toplumu içinde başın gövdeden, devlet yönetiminin halktan ayrılması şeklinde bir bölünme olmuş; bu bölünme daha sonra eğitim alanına da bulaşmış ve türlü sebeplerle gittikçe derinleşerek günümüze kadar devam edegelmiştir.
