Abstract :The organization called ISIS or ISIL with its religious rhetoric is actually neo-salafism which has its historical forms as Kharijis during the period of caliph Ali and Wahhabiyya later on. This movement is more a political one although it covers its rhetoric with religious terminology as its former forms did. This religio-political movement was called neo-kharijism by Ottomans. With different fractions ISIS is a new form of Salafiyya and has a creedal background as well, which makes this movement creedal and political organization.
