Abstract :At the Earth Summit held in Rio in 1992, it was emphasized that Sustainable Development (SD) must begin at the local level, that local initiatives should be the basis, followed by national and eventually global efforts to achieve SD goals. In this context, city councils play a key role in taking local steps to achieve SD goals. This study, which examines developments in Türkiye within the framework of SD goals, aims to discuss the process in Türkiye through the examples of Istanbul and Elazig City Councils. The study aimed to analyze the data obtained through semi-structured interviews using descriptive analysis among qualitative analysis methods.
