Abstract :This study examines socio-political developments in the Borchali district during the South Caucasus administration (1917–1918). Drawing on archival materials and comparative analysis, it situates Borchali’s political and social processes within regional dynamics from the February Revolution to the emergence of independent states in May 1918. From mid-1917, Georgian and Armenian territorial claims over Borchali and proposals to alter its administrative structure generated escalating tensions. The agrarian question fueled social unrest, while the October Revolution created a new political environment that deepened instability. In spring 1918, Armenian armed groups carried out massacres and looting in Borchali, prompting the local population to seek military assistance from the Ottoman Empire for protection. The study finds that, after the October Revolution, the activities of Armenian nationalists fostered anarchy and chaos, and the South Caucasus government’s failure to maintain order aggravated Borchali’s socio-political crisis—mirroring other Azerbaijani territories—and endangered the survival of the Muslim-Turkic population there.
