Abstract :This study examines e-governance as a mechanism for enhancing public service delivery within the Annaba Municipality. A field-based approach was employed, using a questionnaire administered to a sample of municipal employees. The findings indicate that the adoption of e-governance techniques has facilitated administrative procedures, reduced file processing times, and improved the relationship between citizens and the administration. Although the local administration sector in Algeria—similar to other sectors—faces increasing pressure to adopt e-governance mechanisms as a key strategy for improving the effectiveness of public services, the implementation process continues to face challenges, particularly regarding technological infrastructure and the limited digital literacy of some employees and citizens. These results underscore the importance of investing in local digital transformation as a strategic option for modernizing public institutions, enhancing citizen trust in governance, and improving the overall quality of public services.
