Abstract :Ahmed Bey Agaoglu was a prominent Azerbaijani thinker, politician, and lawyer whose influence extended across the Turkic-Islamic world. Throughout his life, he actively defended democratic governance, the rule of law, and individual freedoms. As a pioneer of the national-liberation movement, founder of the Difai party, and a member of the Azerbaijani Democratic Republic Parliament, he emphasized that the development of the individual is fundamental to societal progress. Highlighting the contrast between East and West, he argued that while individuals in the East were restrained by tyranny, the West advanced through expanding personal freedoms. Agaoglu also supported the secular nature of law, asserting that religious belief and worship should remain distinct from legal norms, and that people must retain freedom of action in worldly matters. At the same time, he underscored the moral values of Islam—truthfulness, justice, and respect—as essential for maintaining social order.
