Abstract :Bu makale kamu malı ve hizmetinin tanımı ile ilgilidir. Tanımın hangi unsurları içermesi sorusuna cevap aranmaktadır. Değişik kaynaklardan alınan tanımlar gözden geçirildikten sonra, özel mal ile kamu malı arasındaki farkları öne çıkaran bir örneğe yer verilmiştir. Kanımızca, kamu malı ve hizmeti tanımında, sadece kişisel seçim biçimlerini etkileyen unsurlara yer verilmelidir. Bu nedenle kamu malı ve hizmetinin devlet bütçesinden finansmanı tanıma dahil edilmemelidir; çünkü devlet tarafından finanse edilmesi kamu malı ve hizmeti özelliklerinin doğal bir sonucudur. Kamu malı ve hizmeti tanımına dahil edilmesi gereken özellikler, tüketimde rekabet ve dışlamanın mümkün olmamasıdır.   ABSTRACT This article is about the definition of public goods and services. Here, it is questioned which elements should be included in the definition. A short list of different definitions of public goods and services is followed by an example which shows the difference of public and private goods. It is suggested that only the properties which give rise to different behaviour in the individual choice should be included in the definition of public goods and services. Therefore, the financing through the government bud-gel should be excluded from the definition, as this is the natural outcome of the properties of the public-goods. The properties which should be included in the definition arc the non-rivalry and non-exclusion in the consumption.
