Abstract :This article examines the role of smart power strategies in the Republic of Azerbaijan’s policy toward Georgia, focusing on the tools employed for this purpose and their significance. The study aims to analyze the main contours of Azerbaijan’s foreign policy since 1993, bilateral relations established with neighboring Georgia, and the role and importance of smart power tools in shaping these relations based on official documents. Using quantitative and qualitative research methods, the study explores the impact of smart power strategies in fostering mutually beneficial relations with neighboring states, since the mid-1990s. It identifies the establishment of friendly cooperation as one of the fundamental principles of foreign policy and highlights the transformative developments in relations with Georgia. The research reveals that extensive use of smart power tools contributed to enhancing cooperation, culminating in strategic partnership during since 2000s. Furthermore, the study underscores the implementation of active policies in sectors such as trade, economy, energy, transportation, tourism, healthcare, environment, education, sports, and culture. It concludes that Azerbaijan leveraged its economic and energy capabilities to strengthen its image regionally and globally.Keywords : Azerbaycan Cumhuriyeti, Gürcistan, komşu devletler, ikili ilişkiler, akıllı güç
