Abstract :There is a `new` Turkish Penal Code insert ignore into journalissuearticles values(NTPC); to be effective on April 1st,   2005. In this short paper, which has been prepared in memoriam of  my dear friend Prof. Dr. Asian Gunduz, we shall try to demonstrate the main principles of the `New Turkish Penal Code` in respect to its application ratione loci.
