Abstract :2005 yılı konsolide bütçesinin kesin sonuçlarına göre merkezi yönetim 144.562.200 bin YTL harcama yapmış, 134.819.231 bin YTL gelir elde etmiş ve bütçe yıl sonunda 9.743.000 bin YTL açık vermiştir. 2005 bütçe hedeflerine göre daha az harcama, daha yüksek düzeyde kamu geliri, daha küçük bütçe açığı şeklindeki bir performans başarılı bir sonuçtur. Bu yazıda başarılı sayılabilecek 2005 bütçe performansına ulaşılmasında etken olan mali faktörler ve artık kronikleşmiş kimi olumsuz mali parametre ve değişkenler açıklanmıştır.
