Abstract :ABD menşeli kamu yönetimi disiplininin kuruluşunda, siyaset-yönetim ayrılığı savının yanı sıra verimliliğe duyulan inanç ve güven de etkilidir. Yönetim alanının bilimselleştirilmesi düşüncesinin merkezinde, ölçmeye-hesaplamaya dayalı iktisadiliği barındıran verimlilik yer almaktadır. Anaakım olan ABD kamu yönetimi disiplininin başlangıcındaki verimlilik anlayışı, yüzyılı aşkın bir süredir gelişmiş Batı dünyasında ve azgelişmiş çevre ülkelerde kabul görmüştür. Bu yazı, hem disiplinde hem de genel yönetim yazınında önemli yer tutan verimlilik olgusu üzerinden kuruluş dönemine ışık tutmayı amaçlamaktadır.   Apart from the postulate of political and administrative sciences division, the faith and confidence placed on the efficiency plays a crucial role in the establishment of the public administration discipline, basicly originated from the USA. The fact of efficiency which embodies a measurement-calculation based economic aspect lies in the center of the thought aiming at a more scientific administration field. Efficiency at the outset of public administration discipline, USA being the mainstream, has gained growing acceptance over the century in the developed Western world as well as in the underdeveloped periphery countries. This paper sets out to shed light on the foundation period of the discipline through the analysis of the fact of efficiency which holds a prominent place both in the discipline and in the general administration literature.
