Abstract :Çalışma, Türk sosyal güvenlik sisteminde yaşanan neoliberal dönüşümü refah devletindeki dönüşüm paralelinde incelemeyi ve dönüşümün sosyal güvenlik sistemindeki sorunlara çözüm olup olamayacağını irdelemeyi amaçlamaktadır. Bu çerçevede önce refah devleti ve sosyal güvenliğin gelişimi ele alınmış, devamında refah devleti ve sosyal güvenliğin dönüşümü tartışılmıştır. Dönüşümün Türkiye’de sosyal güvenlik sistemindeki sorunlara çözüm olup olamayacağını irdeleyen bölüm, çözüm olarak ortaya atılan uygulamaların sosyal devletin neoliberal dönüşümü paralelinde bireysellik ve kamunun rolünün daraltılmasına odaklı olup, sorunları çözmenin çok uzağında olduğunu ortaya koymaktadır. The study aims to analyze the neoliberal transformation of social security system in Turkey in the line with the transformation of welfare state and to determine whether this transformation will be able to solve the problems of Turkish social security system or not. In this framework firstly the developments of social security and welfare state have been discussed, then the transformation of social security and welfare state followed. The study conclude that the solutions have been based on the decreasing role of the state in the line with the neo-liberal transformation of the welfare state and far from being the solution of the problems of social security system in Turkey.
