Abstract :Osmanlı İmparatorluğu’nun XIX. yüzyıldaki reformları arasında devletin yönetim organizasyonunu Avrupa devletleri tarzında düzenlemek de bulunuyordu. Yeni yönetim sisteminde önem kazanan nazırlıklara ve mahalli idarelere uygun bürokratlar ve memurlar yetiştirilmesi amacıyla 1859’da Mekteb-i Mülkiye kuruldu ve daha sonra 1877’deki düzenlemelerle bir yüksek okul niteliğini kazandı. Yazı, devletin ilk ve tek bürokrat okulunun işleyişini ve eğitim-öğretim tarzını yüksek okul haline getirildiği dönemin okul nizamnamelerinden hareketle yansıtmaya çalışmaktadır. Devletin gelecekteki yönetici kadrolarının eğitim ve yetiştirilme şeklini yansıtması yanı sıra okul tarihinin yeniden inşası bakımından söz konusu nizamnameler son derece önemlidir ve ayrıntılı bilgiler içermektedir.   Reorganisation of state administration in accordance with the European model, was among the reforms of Ottoman Empire in 19th century. In 1859 Mekteb-i Mülkiye was founded to educate bureaucrats and officials to meet the needs of ministries and local authorities which had gained importance in the new administrative system. Mekteb-i Mülkiye became an academy later in 1877. This paper aims to reflect the operational and educational aspects of the first and only bureaucrat school of the State by handling the codes of that time. These codes include detailed information and are of great importance not only for reflecting the methods used to educate and train the future administrative staff of the State, but also for reviewing the history of the School.
