Abstract :Osmanlı devleti, Batı tarzında ıslahata yönelik en kapsamlı çalışmayı Tanzimat döneminde yapmıştır. Bu dönemde her şeyin kayıt altına alınarak vergi mükelleflerinin tespitine çalışılmıştır. Böylece beyana dayanmamakla birlikte tahrire göre alınacak olan bir gelir vergisi kesinleşmiş oldu. Temettüat tahrir çalışması esnasında düzenlenen Kurşunlu temettüat defterine göre, 1845 yılında Kurşunlu kasabasına ait 18 köyün genelinde tüm mal varlıklarından toplam 160884 kuruş temettüat geliri ve bunun üzerinden 70769 kuruş vergi tahakkuk ettirilmiştir
