Abstract :Today, since the environmental problems - these problems form the basic problems of the humanity - present international and global features, the solutions for these problems require international cooperation. It could be uttered that the environmental regulations are considered within that framework in the European Community that shows a development towards \`political entity\` of different nations. As in other subjects some defects are observed about the environmental-organizational structure, environmental regulations and applications in EU of which integrity shows a dynamic structure. On the other hand, when Turkey is studied from the point of view of regulations aimed at protecting the environment, reasonable deficiencies are determined.
