Abstract :The most successful environmental regime negotiation was on the depletion of the ozone layer. As a result, it is necessary to briefly review the background of the ozone negotiations in terms of ozone science, agenda formation, and actors. This chapter follows the progression of ozone diplomacy over the decades, beginning with the 1985 Vienna Convention and leading to the 1987 Montreal Protocol and beyond. It also touches briefly on the effects of power and knowledge factors on ozone negotiations. The chapter closes with how the ozone regime has adopted new scientific knowledge and has been transformed by transnational epistemic communities and coalitions. This brief assessment of ozone negotiation processes provides a balanced account of science and policy and their interaction shaping the development of the ozone regime.
