Abstract :ÖZET Trabzon, 1916’da yaşadığı Rus işgali ve mezaliminden dolayı büyük sosyal ve ekonomik çalkantılara maruz kalmıştır. Kurtuluşu takip eden günlerde vilayetin durumunu düzeltmek için bir takım önlemler alınmıştır. Fakat bunlar savaşın devam etmesi ve yaşanan malî sıkıntılar yüzünden istenen sonuçları vermemiştir. Bu yüzden mütareke döneminde de vilayetin sorunları devam etmiştir. Mülkî ve askerî idare, Trabzon Muhafaza-ı Hukuk-ı Milliye Cemiyeti çeşitli girişimlerde bulunarak sorunların vilayet imkanlarıyla veya yabancı şirketler aracılığıyla çözümüne gayret ettiler. The following days after the independence to improve city’s condition some precautions were taken but all of them did not give sufficient results because of the continuation of war and economical arises. There fore, city’s problem was also continue in pact period. As taking place in various enter prises by the opportunities of the province or military management and Trabzon Muhafaza-ı Hukuk-ı Milliye Cemiyeti do its best for through the foreign companies the salvation.
