Abstract :Like in all around the world, Turkish Social Security System has also faced with very complex and serious problems. To make healthy analyses on the reasons of these problems will undoubtedly bring healthy solutions as well. As it is known well, Ministery of Labour and Social Security has anticipated a new model including to introduce a rooted change in the system with the aim of finding proper solutions for actual problems of social security system. This new model which is named as “the model of single roof” aims to establish a single social security institution by removing all different institutions of social security system exist today. In this study, it is considered sufficient to make a general evaluation on proposed model rather than to examine this topic through technical jurisprudence. During the evaluation of proposed new model in the frame of reform, it is aimed to point out briefly to the position of Turkey in the world context for both actual and proposed systems and development progresses, problems and anticipated solutions of social security systems abroad by considering the importance of avoiding to make abstraction on integrity of the systems especially in the process of full membership to the EU.
