Abstract :Ülkelerin para politikalarının belirlenmesinde, yürütülmesinde karar alan merkez bankaları ülke ekonomisinin gelişiminde önemli bir yere sahiptir. Yapısal olarak görev ve yetkileri ülkeden ülkeye farklılık gösteren merkez bankaları ekonomik istikrar konusunda etkin rol oynar. Kurumun doğuşundan beri bağımsız ve özerk kurumlar olması ya da olmaması konusunda tartışmalar yaşanmaktadır. Merkez bankaları bağımsızlık olgusunu yasal düzenlemelerle elde etmektedir. Ancak yasal düzeyde verilen bağımsızlığın geçerli olabilmesi için döviz kuru rejimi, bankanın açık piyasa işlemlerinde etkinliği, hükümetin maliye politikasını uygularken takındığı tavır gibi resmi olmayan kurumsal düzenlemelerinde bağımsızlığı destekleyici olması gerekir .
