Abstract :After the collapse of the Soviet Union in 1991, Azerbaijan became one of the Turkic states that gained its independence. Known for its geographical proximity to Turkey, Azerbaijan differed from other Soviet Union member states in many respects due to its traditions. The local government systems of Turkey, which has an established state structure, are undoubtedly more developed than Azerbaijan, which has been a colony for many years. We think that the result that will emerge when we compare the local government systems of these two states can help the said states to realize the deficiencies in their local government systems in the coming years. The aim of this article is to compare local government systems in Azerbaijan and Turkey, to identify similarities, differences and strengths and weaknesses in both countries. In the article, studies on local government systems in Azerbaijan and Turkey were made using the comparative analysis method. The importance of conducting this study is the fact that the information mentioned will have the opportunity to provide resources for the improvement of the local governments of the states in question in the future.
