Abstract :ÖZET XVLL. yüzyılda Erzurum Şehri'nin mamul' bir hale gelmesinde vakıf müesseselerinin önemli pay sahibi olmuştu. Şehirdeki sosyal hayatın düzenli olarak işlemesi ve kamusal hizmetlerin gerçekleşmesinde vakıfların göz ardı edilmeyecek ölçüde katkıları olmuştu. Nitekim yüzyıl başlarında Yeniçeri Ağası Zağarcıbaşı Ali Ağa'mn tesis ettiği vakıf müessesesinin de şehrin gelişimine katkı sağlamışt!. Ali Ağa, yeni kurulmuş olan İlyas Katib(el-Hık İlyas) Mahallesi'nde bir cami yaptırdığı gibi caminin masrafları için de şehrin muhtelif yerlerinde de gayr-i menkuJ1er temin etmişti. Gerek cami için ve gerekse vakfın işlerini de yapacak görevliler istihdam edilmişti. Bu vakıf ile ilgili olarak ilgi çeken bir husus ise; XVI. yüzyılın sonlarına doğru ortaya çıkan Yeniçeri-Halk gerginliğinin olduğu sıralarda tesis edilmesidir. Anahtar Kelimeler: Vakıt~ Yeniçeri, Vakfıye, Erzurum, XVII. yüzyıl   ABSTRACT The pious foundations played an important role in the constr'Jctional development of the city of Erzurum in the seventeenth century. Besides, they had also an important function in organising the nonnal now of social life and public services. The pious foundation, estahlished by the Agha of the Janissaries Zagharjibashi, Ali Agha at the tum of the century, was also effective in thedevelopment of the city. Ali Agha built a mosque in the new founded İlyas Katıb (el-Hac İlyas) quarter and al1 its expenses were met from the rent incomes of various properties. There were employee's who did both, the foundation and mosque works. Another interesting aspect of this foundation is that it was founded at the end of the sixteenth century, a time when the tension between the people and the janissary was at its highest.
