Abstract :ÖZET 27 Mayıs çok değişik ve çelişik faktörlerin sonucunda ortaya çıkmıştır. 50’li yılların sonlarına doğru ülkemiz ağır ekonomik sorunlarla karşı karşıya kalmıştı. Menderes büyük umutlar beslediği ABD’den beklediği yardımı görmemekteydi. Bu koşullarda dış politikada farklı arayışlar içindeymiş gibi görünüyordu. ABD’nin bu tutumdan hoşlanmadığına dair gözlemler eksik değildir. 27 Mayıs aynı zamanda iktidarını yükselen burjuvaziye kaptırmış olan asker sivil burjuvazinin yeni bir güçle ortaya çıkması olarak da yorumlanabilir. Kuşkusuz en önemli faktör, iktidarın tutumunda ve icraatında aranmalıdır. Muhalefeti bastırmak için askeri güce başvurmuş olan Menderes iktidarı, askeri müdahalenin kurbanı olmuştur. Menderes iktidarı, çoğunluk diktası yolunda tehlikeli bir süreç başlatmıştır. Her şeye rağmen sonuçta demokrasi yanlısı unsurların ağırlığı belli ölçüde belirleyici olmuş; ülkemizde, kısa süren bir dönem boyunca da olsa, 1961 Anayasasının çerçevelediği bir özgürlük ve toplumsal gelişim koşullar sağlanabilmiştir. Anahtar Kelimeler: 27 Mayıs, 1961 Anayasası, askeri müdahale   ABSTRACT Military intervention occurred in 27th May 1960, is the result of several different factors. Toward the end of the years 50’s, Turkey witnessed severs economic problems. Menderes could not obtained the aids that he is so expecting from the USA. In such situation he was trying to fallow some non habitual ways in foreign policy. Obviously, this was not pleasing USA government. 27th May could also be interpreted as a last effort of the military and civil officials who lost their political power before the growing bourgeoisie. It seems that the main factor is related with the policy of the government itself. Menderes government that tried to establish a kind of dictatorship also used military forces in order to exercise political pressure against the opposition, it became the victim of the military intervention. Despite all, some existing democratic forces maintained in certain respect the condition of reestablishment of democracy and social progress, at least during a certain period which fallowed 27th May.
