Abstract :Project management is an area of interest and is still in development. Due to the high frequency of project use in all areas, project management has an important role to play in ensuring competitive advantage in the current economic environment. In order to bring long- term benefits, projects must take into account the context in which they are implemented, respond to the development needs of organizations implementing them and, last but not least, to solve problems. From the point of view of the relationship between projects and programs, projects may be independent or included in a program. In this research we have focused our attention on the projects included in the Operational Programs existing in Romania for the period 2007 - 2013. Each project benefiting from European non-reimbursable financing has to contribute to the achievement of the objectives of the programs, but also to the achievement of the objectives established by the European policies. Analysis of the impact of projects is necessary to check whether they produce the desired effects if they contribute adequately to the achievement of the objectives of the European programs and policies. The knowledge gained through impact assessments is primarily useful to European funding recipients, but also to institutions responsible for implementing European programs and projects (Intermediate Bodies, Managing Authorities, Romanian Government and European Commission).
