Abstract :Democracy is of interest to many disciplines. Law is particularly interested in community structure and the human welfare angle of public finance. Democracy has both a binding and prompting influence on the above issue. The fact that democracy leads to a better way of living is indisputable. However, the opposite can also be said to be true. This is because democracy in practice can be problematic. For example, with regard to the issue of minority representation. In the present study, the ‘benefit codes’ of optimal democracy were investigated. First, a review of the literature was undertaken. The definition and components of democracy are emphasized. The benefit codes were sought in a different issue such as The Tu'me And Dreyfus. They were Jews in different histories and societies. Both were innocent despite the majority's decision. The issues have been examined in terms of minority representation problem. Thus, new benefit codes on Democracy were targeted.
