Abstract :Özet: Türkiye’de Avrupa Birliği’ne uyum sürecinde gerçekleştirilen reformlarla birlikte, örgütlenme özgürlüğünün yasal alanı genişlemiş ve farklı kimliklere yeni ifade alanları açılmıştır. Gerek bu sürecin bir ürünü olarak gündeme gelen imkanlar, gerekse kentsel dönüşüm projeleriyle beraber Çingenelerin yaşam alanının daralması, Çingene kimliği etrafında şekillenen bir örgütlenmeyi teşvik etmiştir. Bu çalışmada, Türkiye’de yerel dernekler üzerinden gerçekleşen Çingene örgütlenmesinin genel seyri incelenmektedir. Bu bağlamda, Avrupa’daki Çingene örgütlerinin genel eğiliminin Çingeneleri etnik bir grup olarak değerlendirmek yönünde olduğu ve bir azınlık kimliğine atıf yaptığı, Türkiye Çingene örgütlerinin ise topluluğu “Türk ulusunun bir parçası” olarak tanımladığı ve bu çerçevede ulusal vatandaşlık haklarının talebi ekseninde şekillenen bir duruş ortaya koyduğu iddia edilmektedir. Abstract: Due to the reforms which were implemented in Turkey during the integration period with the European Union, the legal sphere of the freedom of association was extended and the representation of various identities were enabled. The organizations that are based on Gypsy identity are one of the results of this process. Furthermore, the restriction of the Gypsies’ living space as a consequence of urban transformation projects was one of the dynamics that fostered their organization. In this study, the general story of the Gypsy organization in Turkey which was performed through the local associations is scrutinized. In this regard, it is asserted that, the Gypsy organizations in Europe evaluate the Gypsies as an ethnic group and refer to a minority identity; whereas the Gypsy organizations in Turkey consider the community as “a constituent of Turkish nation” and take a position which is shaped within the framework of national citizenship rights.
