Abstract :The developments and revival in social and political life as well as in education in the relatively liberal environment that emerged in the Ottoman Empire during the Second Constitutional Monarchy Period (1908-1918) also affected public education studies. As a result of the rapid organisation of the Committee of Union and Progress throughout the country and the spread of various social and political organisations, associations, societies, newspapers and magazines, modern public education practices such as education for women, literacy studies, apprenticeship training, rural/agricultural training became widespread. In this period, one of the publications that adopted the idea of \\\"populism\\\", which intellectuals saw as a solution for the salvation of the state, was \\\"Halka Doğru\\\" Journal. The aim of \\\"Halka Doğru\\\" Journal was to awaken the people and save them from ignorance through public education, to transform the countryside and the village, and to build a national consciousness in Anatolia. In this context, this study analyses the contents of the articles in the \\\"Halka Doğru\\\" Journal on public education and the intellectuals\\\' suggestions for solutions to the educational problems of the period. In the study in which document analysis method was used, the educational articles on public education in the magazine were categorised under 7 headings. These are: (1) awareness and organisation for social development, (2) learning to read and write and the importance of literacy, (3) the need for schools, opening schools, (4) vocational education, (5) child upbringing, (6) women\\\'s education, (7) public health education.
