Reading The Figure of The Public Architect In The Republican Era Through Mithat Yenen`s Urban Planning Practice

Abstract :During the Ottoman and Republican periods, public buildings were symbols of legitimacy and strength of the state. The actors behind this production which control over by the state were public architects. Kemaleddin the Architect was one of the prominent figures among public architects at the beginning of the 20th century. In the early periods of the Republican era, urban planning and building the environment become essential and instrumental to modernize the public. German-speaking architects such as Holzmeister, Wagner, Egli, Jansen, Oelsner, and Reuter constitute the first group of public architects of the Republican Era. They were tasked with the construction of modern public buildings and cities. Another group of public architects such as Kemali Söylemezoğlu, Orhan Alsaç, Sedad Hakkı Eldem, Mithat Yenen, and Arif Hikmet Holtay contributed to public projects and legislative regulations about building environment under institutions such as the State Planning Organization, Ministry of Public Works, Ministry of Development and Housing. Mithat Yenen, as one of the public architects contributing to urban planning, played a significant role. By the mid-1940s, public architects become the creators of regulations and organizations of building and city planning. They become figures who are both close to bureaucracy and management and capable of guiding technical processes due to their professional background.
