Abstract :In assessments conducted at Turkish teaching centers, inconsistencies may arise between evaluators from different institutions as well as among those within the same institution. One way to resolve these inconsistencies is by using rubrics. Particularly in productive skills, rubrics can help prevent subjective evaluation. Rubrics restrict evaluators and contribute to consistent assessment. The research aims to develop valid and reliable analytic rubrics for assessing writing skills at B1-B2 levels. Considering the stages of rubric development, an exploratory sequential mixed methods design was employed. Validity indices were determined by consulting seven experts using the Davis technique, and reliability coefficients were obtained by having 20 evaluators score six writing performances using the Kendall-W analysis. Additionally, the Kruskal Wallis-H analysis was conducted to measure the impact of experience on scoring with rubrics, and the Mann Whitney U analysis was performed to determine whether there was a difference in the assessments of foreign language and second language Turkish instructors. The results indicated that the developed rubrics are valid and reliable, and no significant difference was found in the scores given by experienced and inexperienced instructors, as well as between those of foreign language and second language Turkish instructors when using the rubrics. Keywords : Yabancı dil olarak Türkçe, İkinci dil olarak Türkçe, Değerlendirme, Rubrik, yazma becerisi, puanlama anahtarı
